524 Businesses Shut for Non-Compliance

The Harare City Council has intensified its crackdown on businesses and property owners in the Central Business District, closing down hundreds of operations that failed to meet municipal standards.

By August 18, 2025, authorities had shut a total of 524 businesses, citing a wide range of violations. Of these, 442 were operating without valid licenses, while 172 buildings owed arrears to the City.

The blitz also saw 50 properties lose their water supply due to non-compliance, while structural and safety concerns dominated inspections.

 Council reported that 78 buildings lacked approved plans, and 124 properties were running without the required subdivision permits.

Fire safety emerged as another key concern. While 881 buildings had valid fire certificates, 52 were flagged for having expired extinguishers.

Despite the closures, officials pointed out that compliance efforts are paying off in some areas, with 609 buildings now holding approved plans in line with municipal requirements.

The City urged business operators and landlords to regularise their operations to avoid further penalties, warning that enforcement will remain ongoing until order is restored in the CBD.
