THE Public Service Commission (PSC) seeks to capacitate government departments in order to enable them to implement the devolution programme.

Following a meeting with Matabeleland South provincial heads in Gwanda yesterday, PSC deputy chairperson Nomathemba Ndiweni said the PSC is working to ensure vacant posts within provincial devolution structures are filled.

This will result in effective service delivery, which is key in the success of the devolution programme.

As at August 31 this year, the national vacancy rate was 11 percent nationwide, while that for senior management posts, which includes deputy directors and chief directors was at 33 percent.

“A high vacancy rate is disabling and we are trying by all means to get as much money as we can from Treasury. We are waiting for Treasury concurrence in allocating resources towards salaries of workers that are needed to fill in some of the vacant posts.

“In order for work to be done posts have to be filled. The devolution programme was proclaimed by Government and hence we need we need to support it and play out part in ensuring its success,” said Ndiweni.

She said the PSC will compile a detailed report after nationwide meetings then engage Treasury to avail funds so that key posts are filled as quickly as possible.

Heads of Government indicated that they need to be capacitated with resources and manpower, while limited accommodation for staff and office space continued to cripple their operations.
