
President Emmerson Mnangagwa has appointed Honourable Justice Paddington Garwe as the new Deputy Chief Justice of Zimbabwe, with effect from May 15, 2026.
The appointment was announced in a press statement issued by Chief Secretary to the President and Cabinet Martin Rushwaya on May 14, 2026.
According to the statement, the appointment was made in line with constitutional provisions governing senior judicial appointments.
“His Excellency, the President, has, in terms of section 180 (2) of the Constitution of Zimbabwe, appointed Honourable Mr Justice Paddington Garwe as the Deputy Chief Justice of Zimbabwe with effect from 15 May 2026,” the statement read.

Justice Garwe assumes the role after serving on the Constitutional Court since May 2021, bringing years of judicial experience to the country’s second-highest judicial office.
The government said his professional background and tenure on the bench qualified him for the position.
“Honourable Mr Justice Paddington Garwe is qualified for appointment, having served as a judge of the Constitutional Court since 20 May 2021 and possessing extensive judicial experience,” the statement added.
The Deputy Chief Justice plays a key role in supporting the Chief Justice in the administration of the judiciary and overseeing judicial functions within Zimbabwe’s courts.
The appointment takes effect immediately on May 15, 2026.
