
The City of Bulawayo has warned employees that their December salaries will only be paid after Christmas, citing severe financial strain and delayed revenue inflows, according to an internal memorandum.
In the cautionary notice shared with senior management and workers’ unions, the municipality’s Human Capital Department said it had been advised by the Finance Director that the city will miss its traditional 21 December pay date.
According to the memo, the Finance Director said:
“December salaries may be paid after the Christmas holidays. This delay is due to lower revenue collection, increased liabilities from November salary delays, unexpected expenses, and the limited time before the holidays.”

The memo, which was forwarded to all departments the following day, notes that efforts are underway to reduce the delay, with employees promised further communication “in due course.”
The Human Capital Director instructed senior officials to alert their teams immediately, adding that “the inconvenience caused is sincerely regretted.”
The development marks a significant setback for Bulawayo’s workforce, as the city has consistently paid salaries on the 21st of every month. The communication also reveals that the municipality is still battling financial backlogs carried over from November.
The notice was copied to both the Zimbabwe Urban Councils Workers’ Union and the Progressive and Allied Mine Workers Union, formally notifying organised labour of the impending delay.
