
Learnmore Masunda, Chief Commercial Officer at NetOne Cellular, is challenging his suspension, arguing that the company failed to properly serve him with charge papers in line with legal and professional standards.
In a letter dated March 16, 2026, addressed to NetOne chief executive officer Raphael Mushanawani, Masunda—through his lawyers at Jiti Law Chambers—said he does not recognise the manner in which the documents were allegedly delivered.
According to the letter, a NetOne representative initially contacted Masunda on March 13 after working hours, indicating an intention to serve him with the documents. Masunda reportedly advised that he was unavailable and suggested that proper service be carried out on the next working day.
However, his legal team says the situation took an unusual turn later that night.
“The same representative sent a message at around 10:22 pm indicating that the ‘charge letter’ had been served by being thrown over the main gate of our client’s residence, together with unspecified attachments,” the lawyers said.
Masunda’s lawyers argue that such a method does not constitute valid service, maintaining that no documents were formally received and that neither Masunda nor anyone at his residence came across the alleged papers.

“Serving documents during the night by throwing them into one’s yard is not proper service,” the lawyers said, adding that any official communication should be directed through legal representatives.
The dispute arises following Masunda’s suspension on March 9, 2026, after an earlier period of forced leave that began on February 2.
The suspension is linked to allegations reportedly uncovered during an independent investigation conducted by DT Guard Security. The probe is said to have identified multiple counts of alleged misconduct.
According to information available, the allegations include sexual harassment, irregularities in SIM card registration processes, undisclosed participation in asset disposal auctions, abuse of travel and subsistence allowances, fuel coupon irregularities, possession of a firearm on company premises, issuing of death threats, and broader corporate governance breaches.
The company is understood to regard the allegations as serious, citing potential misconduct, conflicts of interest, and possible corruption-related violations. Masunda has reportedly been suspended without benefits pending the outcome of disciplinary proceedings.
The investigation also involved a review of NetOne’s internal IT systems and security controls.
Meanwhile, sources indicate that Masunda has been attempting to escalate the matter, reportedly seeking engagement with senior government officials, including Emmerson Mnangagwa and the Chief Secretary to the President and Cabinet.
The latest development comes amid ongoing governance challenges within NetOne. In October 2025, Mushanawani was arrested on fraud-related allegations, adding to scrutiny surrounding the leadership of the state-owned telecommunications firm.
