Mnangagwa Replaces Muswere with Soda Zhemu at Information Ministry in Cabinet Shake-Up

President Emmerson Mnangagwa has removed Dr Jenfan Muswere from the Ministry of Information, Publicity and Broadcasting Services, reassigning him to the Ministry of Skills Audit and Development in a Cabinet reshuffle.

Dr Zhemu Soda takes over the powerful Information portfolio with immediate effect, according to a statement issued by Chief Secretary to the President and Cabinet Dr Martin Rushwaya.

While framed as a reassignment under Section 104 of the Constitution, the move effectively shifts Muswere away from one of government’s most strategic ministries, which oversees state media, public messaging, broadcasting policy and national narrative management.

The Information ministry sits at the centre of government communication, particularly in periods marked by economic reform messaging, diplomatic positioning and heightened digital activism.

Muswere had served as Information minister since 2023, presiding over government communication during a politically charged post election period and ongoing debates around media reform and regulation.

Soda, a former Minister of Energy and Power Development and long-serving legislator, now assumes responsibility for shaping government communication at a time when image management, investor confidence messaging and policy clarity remain critical as ZANU-PF moves to amend the constitution to allow Mnangagwa to stay in power beyond 2028.

The reshuffle also saw Professor Paul Mavima reassigned to the Ministry of National Housing and Social Amenities.

The changes take immediate effect.
