A letter to the Minister of Local Government and Public Works, Minister Garwe, has sparked calls for an urgent investigation into alleged governance irregularities at Chipinge Rural District Council.
The letter, seen by this publication, alleges that CRDC leadership created a "climate of mistrust" by convening a strategic meeting on November 17, 2025, at Manesa and selectively inviting only stakeholders from Checheche and Chipinge wards. Most elected councillors were reportedly excluded to prevent discussion of "burning issues."
"There are credible reports of irregularities in budget preparation and expenditure, including the allocation of funds without proper council approval," the letter states.
The writer, a concerned citizen and resident of Chipinge District, alleges that the CRDC CEO and Chairman are running the council as a "private enterprise, with little transparency or oversight."

The actions are said to contravene the Urban Councils Act, Rural District Councils Act, and Zimbabwe's Constitution.
"The exclusion of duly elected councillors undermines democratic accountability and hampers the council's ability to serve its constituents," the letter adds.
The writer has requested an immediate, independent investigation, suspension of implicated individuals, and assurance that future council meetings are conducted lawfully with full participation of elected councillors.
Copies of the letter have been sent to local MPs and the Manicaland Residents' Association, further amplifying calls for accountability.
"We trust that, as the custodian of local governance, you will give this matter the urgent attention it deserves," the letter concludes.
