
Police have launched a manhunt for opposition activist Godfrey Karembera, popularly known as Madzibaba Veshanduko, on allegations of incitement and public violence under the Criminal Law (Codification and Reform) Act, Chapter 9:23.
In a statement issued on Sunday, 19 October, the Zimbabwe Republic Police said Karembera ,47, and another suspect, Kudzai Weston Saruwaka, fled from officers during a high-speed chase while distributing political fliers in Machipisa, Glen View, and Budiriro.
“The ZRP is appealing for information that may lead to the arrest of Godfrey Karembera, also known as Madzibaba Eshanduko, and Kudzai Weston Saruwaka for contravening Section 187 as read with Section 36 of the Criminal Law (Codification and Reform) Act,” the police statement read.

Section 187 of the Act criminalises incitement, defining it as communicating with another person with the intent to persuade or induce them to commit a crime, or realising there is a real risk they might be persuaded to do so.
A person can still be found guilty of incitement even if the intended act is not carried out or the recipient is unaware it constitutes a crime.
The pair also faces allegations under Section 36, which covers public violence — defined as acting together with others to forcibly disturb public peace or invade the rights of others, knowing or intending that such disturbance may occur.
Police have urged members of the public with any information on the whereabouts of the two men to report to the nearest police station.
