Harare City Council Employee Suspended Over US$20K Fraud Allegations

 

A Harare City Council employee has been suspended after allegedly manipulating account balances in a scheme that resulted in losses exceeding US$20,000.

David Madzivanyika (60), who is employed by the Harare City Council, is facing fraud charges.

The complainant, Mostard Mashiringo (51), a senior systems analyst with the Harare City Council, resides at Council 36 Baring Row, Hillside, Harare.

The alleged misconduct came to light in November 2025 after the council’s Revenue Division received complaints from clients querying discrepancies in their account balances.

Mashiringo was assigned to investigate the matter and reportedly discovered inconsistencies between the sub-ledgers and the main ledger system.

Further investigations, conducted in collaboration with the system vendor, identified as C.G, revealed that Madzivanyika’s super-user account had allegedly been used to manipulate the accounts.

The matter was subsequently reported to the police, leading to Madzivanyika’s suspension from duty.

Authorities say the total amount involved is US$20,627.22, and no recoveries have been made so far.

Madzivanyika is expected to appear in court on April 23, 2026.
