
Zimbabwe has launched its first National Artificial Intelligence Strategy, a major initiative aimed at accelerating digital transformation and economic growth across all sectors.
The launch was announced during the Thirty-First Post-Cabinet Press Briefing held on October 14, 2025, following a Cabinet meeting chaired by President Dr. Emmerson Mnangagwa.
Minister of Information, Publicity and Broadcasting Services, Dr. Jenfan Muswere, said the AI strategy is a key part of government efforts to modernize the economy and prepare the country for the digital age.
Dr. Muswere explained that the policy will help Zimbabwe leverage technology to improve service delivery, boost innovation, and create new jobs, particularly for the youth.
“Artificial intelligence is not a distant dream. It is here, and it can help us build a modern, inclusive economy,” said Dr. Muswere.
“Through this strategy, we are creating opportunities for young innovators, strengthening sectors like health and agriculture, and ensuring that development reaches every corner of Zimbabwe.”
The AI strategy focuses on six main areas: skills development, digital infrastructure, AI adoption, research and innovation, ethics and governance, and international cooperation.

It supports the Heritage-Based Education 5.0 policy, the Smart Zimbabwe framework, and the Ubuntu/Unhu philosophy to ensure that technology benefits all citizens.
Dr. Muswere emphasized that the plan will put technology into the hands of ordinary Zimbabweans so they can use it to solve local problems and improve their lives.
Some of the main programmes under the strategy include the Zimbabwe Artificial Grand Challenge, which promotes innovation; the National AI and Data Platform, called Pangolin; and the Nzwisiso National Literacy Campaign, designed to educate citizens about artificial intelligence.
Other projects include the National AI Regulatory Sandbox for testing new technologies, the National AI Innovation Fund to support start-ups, and the formation of a National Digital Regulatory Committee under POTRAZ.
The AI Strategy Implementation Office will be housed in the Ministry of ICT, Postal and Courier Services to coordinate activities.
The Ministry stated that the new strategy will help the country advance in sectors such as health, education, agriculture, and public service delivery through smart systems and data-driven solutions.
“Our goal is simple: to ensure no Zimbabwean is left behind in this digital revolution. With AI, we are shaping a future that works for everyone,” Dr. Muswere said.
