Allegations of corruption within the state-owned Grain Marketing Board (GMB) and fraudulent dealings in a Zimbabwe Power Company (ZPC) tender have led to two arrests by the Zimbabwe Anti-Corruption Commission (ZACC) this week.
Safuli Zhoya, a GMB Aspindale Depot Supply Chain Manager, was arrested on charges of criminal abuse of duty, while Edmore Chitowa, Managing Director of Epvet Investments, faces allegations of fraud and forgery.
Zhoya appeared before Magistrate Marehwanazvo Gofa at the Harare Magistrates Court on May 29, 2025, and was remanded to June 24, 2025, on USD200 bail for trial date setting. He is accused of illegally selling 599 bags of Compound D Superfert fertiliser to Madamara Investments (Pvt) Ltd for USD1.00 per bag.
ZACC alleges Zhoya falsely claimed the fertiliser had been written off and instructed a clerk to issue a receipt reflecting this. The scheme reportedly involved a USD600 deposit into a GMB bank account and an instruction for the buyer to collect the fertiliser from the GMB Mt Hampden depot.
The alleged offence came to light when the Depot Supply Chain Manager at Mt Hampden queried the transaction, leading to an investigation. Investigations revealed the fertiliser was in good condition, lacked supporting write-off documentation, and was intended for a grain exchange program with farmers, not for sale. Rufaro Chonzi prosecuted for the state.
In a separate case, Edmore Chitowa, Managing Director of Epvet Investments, was arrested on allegations of fraud and forgery. He appeared before Magistrate Marehwanazvo Gofa at the Harare Magistrates Court and was remanded to July 8, 2025, on USD400 bail. The charges stem from a 2023 ZPC tender for the supply and installation of rooftop air conditioning units at Hwange Power Station.
ZACC investigations allege that Chitowa submitted a forged NSSA clearance certificate as part of the bid, resulting in Epvet Investments being awarded the tender. Additionally, in February 2025, Chitowa allegedly presented a fake ZIMRA notice of seizure, claiming six air conditioning units had been seized at Beitbridge Border Post, when official records indicated only two units were listed. Rufaro Chonzi prosecuted for the State in this matter as well.
