
Transport and Infrastructural Development Minister Felix Mhona has challenged boards of public entities under his ministry to take a leading role in crafting policies that will drive the country's transport sector transformation and support the attainment of Vision 2030.
Addressing the 9th Session of the Line Minister’s Public Entities Corporate Governance Oversight Meeting in Bulawayo, Mhona said board members should go beyond administrative functions and provide strategic leadership that delivers sustainable economic growth and improved public services.
As part of that mandate, the minister directed board chairpersons to develop policy papers covering the aviation, railway and inland water sectors to provide a framework for future legislation.
“You are not mere implementing agencies, but strategic partners for national growth, regional integration and the efficient delivery of public goods and services to the people,” said Mhona.

He said the transport sector remained central to economic development, highlighting ongoing infrastructure projects and the government's increasing use of Public-Private Partnerships to accelerate road construction and rehabilitation.
Mhona also stressed the need for reforms aimed at improving road safety and strengthening rail transport, including efforts to revive passenger services and advance regional connectivity through the proposed Lion’s Den-Kafue railway link with Zambia.
The minister urged boards to prioritise climate resilience, digitalisation and railway privatisation while maintaining high standards of accountability and professionalism.
“The sector we build today is the prosperity we secure for tomorrow. Let us commit to ethical stewardship, relentless professionalism and unmatched accountability. The nation is counting on us,” he said.
The meeting brought together senior government officials and leaders of public entities under the Ministry of Transport and Infrastructural Development.
