Sitting for up to 12 subjects at Ordinary Level is “a considerable waste of time,” Minister of Primary and Secondary Education Torerai Moyo has said, as the Government moves to cap the number of examinable subjects.
Speaking in the Parliament of Zimbabwe, Moyo said the practice of taking excessive subjects does not align with university entry requirements and places unnecessary pressure on learners.

“Admission into university is typically based on three subjects. However, we have observed a challenge where learners are sitting for as many as 12 subjects, which results in a considerable waste of time,” he said.
To address the issue, the Government has introduced new regulations. “We have introduced a regulation stipulating that at ‘O’ Level, candidates should not sit for more than nine subjects. At ‘A’ Level, learners should take three subjects, with a maximum of four,” Moyo added.
The policy is expected to streamline learning, reduce academic overload, and improve efficiency in the education system, though its rollout will require adjustments by schools and examination bodies.
