
ZPCS Commissioner-General Dr Moses Cyril Ngawaite Chihobvu has been appointed to the Board of the International Corrections and Prisons Association, marking a significant milestone for Zimbabwe on the global corrections landscape.
The four-year appointment was confirmed during the ICPA Annual Conference in Singapore, where Dr Chihobvu is leading the Zimbabwean delegation.
The development is seen as a recognition of Zimbabwe’s growing contribution to shaping humane, secure, and rehabilitation-centered correctional systems within the region and beyond.
Dr Chihobvu described the appointment as a reflection of the progress made by the Zimbabwe Prisons and Correctional Service in transforming its operations.

“This is a proud moment for our service. It highlights the progress we have made in transforming correctional institutions and supporting inmate rehabilitation,” he said.
His appointment comes at a time when the ZPCS has been implementing notable reforms and initiatives. Recently, it secured a radio broadcasting licence from the Broadcasting Authority of Zimbabwe, a new communication channel expected to enhance public education, rehabilitation messaging, and staff development.
Zimbabwe’s correctional infrastructure has also drawn international interest. The Marondera Female Open Correctional Institution — known for its rehabilitative programs and reintegration focus — has been highlighted as a regional model.
At the Singapore conference, the ZPCS delivered a presentation titled “Enabling Desistance in Prisons and Correctional Institutions: A Multifaceted Approach – Zimbabwean Perspective.”
The presentation outlined strategies aimed at reducing repeat offending and supporting inmate development, and was well received by delegates.
Dr Chihobvu said his role on the ICPA Board will provide opportunities for Zimbabwe to exchange expertise and contribute to shaping global correctional standards.
