ZACC Officers In Court for Extortion

 

Two officials from the Zimbabwe Anti-Corruption Commission have been arrested and charged after allegedly attempting to extort three employees of the Zimbabwe Revenue Authority.

The National Prosecuting Authority said Brian Munyaradzi Kombora (32) and Terrence Manatse (34) appeared before the Plumtree Magistrates’ Court facing charges of criminal abuse of duty as public officers and unlawful detention.

According to prosecutors, the incident occurred on February 17, 2026, at around 8pm, when Kombora—who was allegedly off duty—entered ZIMRA offices and approached a 39-year-old supervisor. He reportedly identified himself as a ZACC officer and informed the woman that she was under arrest for an unspecified offence.

The court heard that Kombora allegedly handcuffed the supervisor and detained her, while his co-accused, Manatse, remained outside the premises. Prosecutors allege that Kombora demanded money in exchange for her release.

When the supervisor indicated that she had no cash, Kombora allegedly escorted her, still in handcuffs, into another office where two colleagues were working. He is accused of locking the door from the inside, keeping the keys, and ordering the three women to comply with his demands while threatening them with job losses.

Suspicion was reportedly raised by a security guard, who alerted colleagues. Security personnel later forced entry into the office and arrested Kombora. Manatse was subsequently arrested after allegedly attempting to negotiate his co-accused’s release.

Both suspects were granted bail of US$100 each.

In a statement, the NPA said public office carries a responsibility of trust, warning that any abuse of authority will be dealt with firmly, regardless of position or institution.
