Muhwira began his football involvement in 2008 as a committee member for Golden Kopje F.C Division 1, quickly moving into a welfare management role at Kurai UTD F.C in 2010. In 2011, he showcased his scouting and talent development skills as Chief Scouter for Township Rangers F.C Northern Region Division 1, identifying and supporting emerging players.

In 2012, he assumed leadership as President of Chinhoyi F.C ZIFA Mashonaland West Division 2A, taking charge of club administration and operations. His expertise extended to the national stage in 2014, when he served as Kit Manager for the Zimbabwe National Soccer Team (Warriors), gaining insight into professional football management.
Muhwira has consistently revived and strengthened clubs, including Alaska FC (2018) and Chicken Rangers Division 2A (2019). That same year, he played a pivotal role as a founding member of Chinhoyi Rangers, co-opting key members to establish a sustainable club structure.
In 2024, he served as Divisional Administrator and Technical Team Analyst for CCLEE Mhangura, credited with saving the club from collapse by assembling a skilled technical team and implementing operational systems.
