The Parliament of Zimbabwe's Thematic Committee on Climate Change conducted a fact-finding visit to Mukuvisi Headlands on Monday to assess ongoing environmental and developmental concerns in the area.
The visit underscored the government’s commitment to responsible land management amid increasing pressures from land use and urban expansion.
The committee’s investigation focused on the process of development authorisations, with particular emphasis on the central role of parliamentary oversight in ensuring that such authorisations align with environmental protection standards.
Lawmakers also examined issues related to land allocation, noting a rise in unauthorised developments.

The committee highlighted the need to issue orders and penalties against offenders as a way of curbing illegal activities.
During the visit, committee members stressed the importance of inter-agency cooperation. They pointed to the need for closer collaboration with key institutions, including the City of Harare, the National Railways of Zimbabwe, and the Environmental Management Agency.
The committee specifically noted EMA’s mandate to enforce environmental regulations, monitor compliance, and hold violators accountable.
The visit concluded with a call for greater accountability in land management.
Lawmakers emphasized promoting environmental responsibility, adopting transparent decision-making processes, and engaging local communities and stakeholders to foster ownership and ensure sustainable development.
