The National Prosecuting Authority of Zimbabwe has arrested the director of Grant Wellington Thulisa (Pvt) Ltd in connection with an alleged foreign currency violation involving US$7,669,864.12 worth of unauthorised payments for gas imports.
Grant Chitate, acting both on behalf of the company and in his personal capacity as a director, was apprehended on July 30, 2025.
He faces charges under Section 5(1) of the Exchange Control Act [Chapter 22:05], read with Section 11(1)(a)(b) of the Exchange Control Regulations, S.I. 109 of 1996.
The charges stem from foreign payments made without the approval of the Reserve Bank of Zimbabwe.
According to prosecutors, between January 2019 and December 2024, Chitate authorised foreign payments for the importation of 9.4 million kilograms of liquefied petroleum gas (LP gas), valued at over US$7.6 million.
However, investigators say the company’s Zimbabwean bank records show no corresponding outflows or transactions matching the value of those imports.
Authorities say the local bank balances were inconsistent with the volume of imports, raising suspicions of illegal forex transactions and externalisation.
Chitate has since been released on US$1,000 bail under strict conditions pending further investigations.
He is scheduled to return to court on September 2, 2025.
