GOVERNMENT has reaffirmed its commitment to regulatory reforms aimed at reducing the cost of doing business and improving Zimbabwe’s competitiveness, with Deputy Minister of Industry and Commerce Rajeshkumar Indukant Modi calling for urgent action to eliminate red tape and burdensome fees.
Deputy Minister Modi made the remarks while officiating at the National Competitiveness Commission (NCC)’s Regulatory Impact Assessment (RIA) Dialogue held in Harare today under the theme “Fostering Inclusive and Effective Regulation: Balancing Compliance, Innovation and Sustainable Growth in Zimbabwe.”
He said there was an urgent need to streamline regulatory frameworks to foster innovation, attract investment, and drive sustainable economic growth.
“As Government, we remain committed to fostering a regulatory environment that promotes ease of doing business and supports the attainment of Vision 2030,” said Deputy Minister Modi.
“We must urgently reform and simplify regulations, reduce compliance costs, and eliminate unnecessary bureaucratic hurdles that frustrate investment and enterprise growth.”
Deputy Minister Modi also echoed President Mnangagwa’s call to review all prohibitive statutory charges that may be stifling productivity across various sectors.
“President Mnangagwa, has been consistent in his call for the review of excessive licensing fees and levies. These reforms are not just technical they are essential for unlocking our nation’s full economic potential,” he said.
He added that the Regulatory Impact Assessment framework provides a practical tool to evaluate the real costs and benefits of proposed regulations, ensuring that rules are proportionate, fair and aligned with the national development agenda.
“RIA is a key instrument to enhance transparency and accountability in policy-making,” he said.
“We urge all stakeholders, especially those in industry and commerce, to actively participate and contribute towards the formulation of actionable steps to create a truly enabling business environment.”
The dialogue, hosted by the NCC in collaboration with the National Economic Consultative Forum (NECF) and the Confederation of Zimbabwe Industries (CZI), brought together government officials, private sector leaders, policy experts and development partners to deliberate on building a responsive, inclusive and effective regulatory ecosystem.
The NCC is mandated to promote Zimbabwe’s competitiveness in both domestic and international markets through evidence based policy advice, regulatory analysis and stakeholder engagement.
