Cabinet has approved the Climate Change Management Bill, 2025 — a landmark piece of legislation that aims to align Zimbabwe’s climate action with constitutional environmental rights and accelerate the country’s transition to a low-carbon, sustainable economy.
The Bill was presented by the Minister of Justice, Legal and Parliamentary Affairs, Kazembe Kazembe, in his capacity as Chairperson of the Cabinet Committee on Legislation. It seeks to domesticate Section 73 of the Constitution, which guarantees environmental rights for present and future generations.
Designed to mainstream climate considerations across all sectors of the economy, the Bill places a strong focus on adaptation and mitigation efforts. It proposes the regulation of greenhouse gas emissions, the promotion of low-carbon development, and support for clean energy initiatives, including carbon trading.
To ensure coordinated implementation, the Bill provides for the creation of a Designated National Authority to oversee carbon trading efforts and a National Climate Fund to finance climate resilience and green energy projects.
Minister Kazembe described the Bill as “a comprehensive legal framework that will guide Zimbabwe’s response to climate change and ensure alignment with Section 73 of the Constitution.”
The legislation arrives at a critical time as Zimbabwe faces intensifying climate-related challenges, including prolonged droughts, severe cyclones, and other extreme weather events. It is expected to bridge gaps in existing environmental laws and reinforce the country’s commitment to international climate agreements.
With this legal foundation, Zimbabwe aims to build a greener economy that safeguards environmental rights and promotes long-term sustainability.
